He served as Secretary of State for Health and as Chairman of the Board of several public and private hospitals.
He brings experience in hospital management and healthcare and long-term care projects. At MHPB, he provides strategic and technical advice on the operational, regulatory and organisational aspects of projects.
Manuel Roque Santos
Senior Consultant and Trainer
A health economist and hospital administrator trained at Portugal’s National School of Public Health (ENSP).
He has served on the boards of Lusíadas and Cascais hospitals and as Chairman of the Board of public hospitals.
He also delivers training in management and hospital administration.
Carlos Fernandes

A senior financial consultant with 30 years of experience in commercial and investment banking.
He holds a degree in Management from the British Columbia Institute of Technology and advises on financial products, projects and clients’ banking relationships.
