In the public sector, he was Chairman of the Board of Directors of Hospital de Santa Cruz and Centro Hospitalar de Lisboa Ocidental.
He was Secretary of State for Health between 1999 and 2001.
He was Professor of Health Policies at Universidade Lusófona and Director of the Degree in Management of Health Units.
He was Advisor to the Minister of Health and National Coordinator for Innovative Projects in Health, including health tourism.
